Hexagons is a puzzle and 1923 game (author unknown), published by Clement Toy Co.

The board is hexagonal and contains 18 pieces in the shape of a half hexagon.

The rules include a puzzle called Nine-Hex, which is a variation of puzzle of 15. The player positions the board in a starting configuration. The goal is to slide the half-hexagons until the starting position is reached again (rotations are not allowed). The text provides a notation describing various starting positions to be solved.
The game is called Hexagons and also starts with a starting position of puzzle (where the 5 piece is removed). The game can be won by cornering the opponent or by pairing the half hexes, but the ruleset seems not sufficiently explained.
